Dell Latitude Stuck on BIOS Update - 'Saving Manifest'

This issue is caused by conflicting software and firmware updates on the Dell Latitude line of laptops, usually Windows & BIOS updates.
Solution
In order to resolve this issue, carry out the following steps: 1) Hold down the power button for 30 seconds to attempt to power off the device. If the device does not power off, then unplug the unit from AC power until the battery drains enough to cause a shutdown. This usually occurs at around 50% battery on Latitude machines, which should take about 2 hours from full charge to reach. 2) Leave the laptop powered off for a short period 3) Plug the laptop in and power back on 4) Follow the on-screen BIOS recovery options You should now be booted into your Windows operating system. To completely resolve the problem, continue fixing the cause by following these further steps: 1) Go to the Windows Start Menu 2) Open 'Settings' 3) Click on 'Updates & Security' 4) Check for Windows updates 5) Download & Install any outstanding Windows updates 6) Reboot 7) Check to see whether you have a further BIOS update to complete, if you do then Download & Install then reboot once more
